M&E approach and criteria
transparency and objectiveness
The External Monitoring in DIEGO project is designed and implemented to improve the effectiveness and the relevance of the project action, to explore the results achieved and to enhance their sustainability.
It responds to the following purposes: - To be a practical tool facilitating the project management and the whole consortium in order to work more effectively and efficiently towards the achievements of the project objectives and results; - To contribute to possible specific strategies and tools to encourage informed decision-making for better performances; - To organize responsibilities and timeline in order to collect data and to manage the information needed to inform the required interim reports and to be accountable to the European Commission;
- Moreover, it works as a communication tool that outlines the different roles and responsibilities for each partner, in line with the project design document, with the consortium agreement and with the quality plan in order to overcome the challenges and to take advantage of the opportunities arising during the project implementation. The overall methodology of the M&E performed during DIEGO project implementation is participatory and results-oriented. The indicators are in line with DIEGO logical framework. The main source for data collection are as following: (i) project documentation review; (ii) questionnaires submitted; (iii) in depth interviews; and (iv) participation in the SSC meetings. Data and information generated by the monitoring activity are used to improve the overall project management, to inform decision-making and to propose corrective operations and strategies. In DIEGO project the M&E system is an integral part of the project activities and of the operational management tools undertaken by an external independent consultant in order to ensure the transparency and the objectiveness.
